Photo: <a href=\"http:\/\/www.flickr.com\/people\/aehack\/\">Allan Hack<\/a>, CC <a href=\"http:\/\/creativecommons.org\/licenses\/by-nd\/2.0\/deed.en\">some rights reserved<\/a><\/p><\/div>\n<p>Well, Burmese pythons (<a href=\"http:\/\/www.nytimes.com\/2012\/01\/18\/us\/florida-imports-of-four-snake-species-are-banned.html?scp=1&amp;sq=burmese%20python&amp;st=cse\">here&#8217;s<\/a> a recent NY Times article on Florida&#8217;s problem snake) and zebra mussels are among the most aggressive invasive species&#8211;one in the southern US, the other further north. I had a press release today from the Vermont Law School about a new study in support of legislation to control invasive animal species.<\/p>\n<div id=\"attachment_1844\" style=\"width: 260px\" class=\"wp-caption alignright\"><a href=\"http:\/\/blogs.northcountrypublicradio.org\/allin\/files\/2012\/02\/zebramussel.jpg\"><img aria-describedby=\"caption-attachment-1844\" loading=\"lazy\" class=\"size-full wp-image-1844 \" title=\"zebramussel\" src=\"http:\/\/blogs.northcountrypublicradio.org\/allin\/files\/2012\/02\/zebramussel.jpg\" alt=\"\" width=\"250\" height=\"166\" \/><\/a><p id=\"caption-attachment-1844\" class=\"wp-caption-text\">Zebra mussels<\/p><\/div>\n<p>The study,\u00a0 by Vermont Law School alumnus Jane Graham, proposes a model federal law that calls for:<\/p>\n<ul>\n<li>A \u201cclean\u201d list of species that are allowed into the country instead of the current \u201cdirty\u201d list that prohibits specific species.<\/li>\n<li>A process that explains exactly how risk assessment decisions will be determined.<\/li>\n<li>Uniform restrictions on exotic\u2014and potentially all\u2014animal ownership.<\/li>\n<li>Increased public awareness of invasive animal laws.<\/li>\n<li>Higher and uniform fines and criminal penalties for violations.<\/li>\n<li>Methods to fund restoration of ecosystems damaged by invasive species<\/li>\n<li>Entrepreneurship and partnerships between government and private businesses.<\/li>\n<\/ul>\n<p>Graham argues that &#8220;other laws\u2014such as the National Environmental Policy Act, the Endangered Species Act, the Clean Water Act and the Animal Health Protection Act as well as state laws, public nuisance laws, free market solutions and exotic pet restrictions\u2014 are insufficient&#8230;and uncoordinated.&#8221;<\/p>\n<p>What do you think?
