Photo: James Morgan<\/p><\/div>\n<p>Gatineau, Quebec is drying out.\u00a0 The worst flood in decades hit the city in the past week, affecting nearly 1,000 homes near the Ottawa and Gatineau Rivers.\u00a0 Serious flooding has also affected communities on the Ontario side of the Ottawa River.\u00a0 In Gatineau, just over 200 homes were voluntarily evacuated, but many residents stayed because evacuation was not mandatory. \u00a0Flooding was already getting serious in riverfront neighborhoods due to higher than usual rainfall and spring melting.\u00a0 Last weekend, over three inches of rain fell, making the situation even worse.\u00a0 100 Canadian Army soldiers were deployed to Gatineau over the weekend to assist. \u00a0I live about four blocks from some of the hardest hit areas and anxiously watched the weather all weekend. \u00a0Fortunately, my street was safe. \u00a0The water levels peaked on Monday and are slowly going down now.<a href=\"http:\/\/my-banknota.ru\/\"><\/a><a href=\"http:\/\/my-banknota.ru\/informatsiya.html\"><\/a><\/p>\n<div id=\"attachment_19330\" style=\"width: 460px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/blogs.northcountrypublicradio.org\/allin\/files\/2017\/05\/DSCN3154.jpg\"><img aria-describedby=\"caption-attachment-19330\" loading=\"lazy\" class=\"size-large wp-image-19330\" src=\"https:\/\/blogs.northcountrypublicradio.org\/allin\/files\/2017\/05\/DSCN3154-1024x768.jpg\" alt=\"John Savage and one of the Voyageur-style canoes used to deliver sandbags in his neighborhood. Photo: James Morgan<\/p><\/div>\n<p>Every home and business on the waterfront along Jacques Cartier Street was been affected by the flood.\u00a0 Standing on a dry patch of road on Tuesday, I got talking with John Savage.\u00a0 He\u2019s an avid canoeist with a strong interest in urban development.\u00a0 He said that the homes along Jacques Cartier Street could have been better protected from the floodwaters if the city had built an actual berm or levee between the street and the riverbank when the waterfront was redeveloped last year.\u00a0 Savage also said the city authorities seemed slow at delivering sandbags to the neighborhood and the army only appeared once.\u00a0 He got two big Voyageur-style canoes from a tourist outfitter he knows and the neighbors used them to carry sandbags to their properties.<\/p>\n<p>I climbed into a smaller 17-foot canoe with John Savage and he took me on a tour of the street.\u00a0 We went to his house and he showed me the now dry, but very damp basement.\u00a0 Everything that was in it was rescued and stacked upstairs in the living room.\u00a0 Savage\u2019s house will be fine, but he showed me several older homes along the street that will likely be torn down.<\/p>\n<div id=\"attachment_19331\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"https:\/\/blogs.northcountrypublicradio.org\/allin\/files\/2017\/05\/DSCN3164.jpg\"><img aria-describedby=\"caption-attachment-19331\" loading=\"lazy\" class=\"size-medium wp-image-19331\" src=\"https:\/\/blogs.northcountrypublicradio.org\/allin\/files\/2017\/05\/DSCN3164-300x225.jpg\" alt=\"When the basement flooded, John Savage moved everything upstairs and stacked it in the living room. Photo: James Morgan<\/p><\/div>\n<p>Hundreds of people gathered in a school auditorium on Wednesday evening to find out how they can get disaster relief assistance from the Quebec government.\u00a0 In the long line outside, I heard people sharing stories of the damage at their homes.\u00a0 A man said the water was up to his waist in his house.\u00a0 Inside, I talked with a woman from Hurtubise Street who said her entire basement was full to the ceiling, the basement stairs began to float, and then the water went another foot higher in the main floor of the house.\u00a0 The army evacuated her, her spouse, their dog and two cats.\u00a0 They managed to get their RV out and lived in it for a few days.\u00a0 She said the Red Cross was\u00a0extremely helpful in providing food and accommodation.\u00a0 She said they moved to a hotel and was thankful to have a proper shower and bed again.\u00a0 Her spouse said that due to the riverfront location of their house, their insurance does not cover flood damage.<\/p>\n<div id=\"attachment_19332\" style=\"width: 310px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/blogs.northcountrypublicradio.org\/allin\/files\/2017\/05\/DSCN3180.jpg\"><img aria-describedby=\"caption-attachment-19332\" loading=\"lazy\" class=\"size-medium wp-image-19332\" src=\"https:\/\/blogs.northcountrypublicradio.org\/allin\/files\/2017\/05\/DSCN3180-300x225.jpg\" alt=\"An employee from Quebec's Civil Protection Agency talks to residents at a meeting about how to get disaster-relief assistance.
