Photo: Sarah Harris.<\/p><\/div>\n<p>A ship carrying African migrants to Europe <a href=\"http:\/\/www.npr.org\/blogs\/thetwo-way\/2013\/10\/03\/228760405\/dozens-dead-more-feared-lost-after-shipwreck-off-sicily\">caught fire and capsized<\/a>\u00a0off the coast of Sicily earlier today. The <a href=\"http:\/\/www.bbc.co.uk\/news\/world-europe-24380247\">BBC reports<\/a> that 103 people have now been found dead.<\/p>\n<p><a href=\"http:\/\/www.npr.org\/blogs\/thetwo-way\/2013\/10\/03\/228835837\/tropical-storm-karen-heading-for-u-s-gulf-coast\">Tropical Storm Karen<\/a> is headed for the U.S. Gulf Coast.<\/p>\n<p>The government shutdown continues &#8212; and national parks are closed. It makes me feel bad for Peter Wisniewski, a contractor from Idaho who, NPR&#8217;s Howard Berkes reports, spent <a href=\"http:\/\/www.npr.org\/2013\/10\/03\/228719015\/national-parks-close-as-other-public-lands-stay-open\">18 years getting a private permit to float the Grand Canyon<\/a>. Wisniewski and 15 friends are now camped out at the park gates.<\/p>\n<p>In New York news, Governor Andrew Cuomo has announced that the state&#8217;s budget could have a surplus in a few years. He&#8217;s formed a commission that will try to figure out how to cut taxes by $2-3 billion, focusing on property tax.<\/p>\n<p>Cuomo also announced that New York&#8217;s DMV is allowing veterans to have their <a href=\"http:\/\/www.governor.ny.gov\/press\/10032013-veteran-designation\">veteran status indicated<\/a> on their license, permit, or non-driver ID card.<\/p>\n<p>And there&#8217;s <a href=\"http:\/\/www.governor.ny.gov\/press\/10032013-modernize-north-country-movie-theaters\">money for modernizing<\/a> North Country movie theaters.<\/p>\n<p>And our neck-of-the-woods news, coming up on the 8 O&#8217;clock Hour tomorrow:<\/p>\n<p>The government shutdown is squeezing scientific research and development, and that could have long-term effects on the economy.<\/p>\n<p>It&#8217;s regatta season for rowing teams in the region.
