Although she was unarmed, she was shot and killed outside of the Hart Senate Office Building. The child was physically unharmed.<\/p>\n<p>The Federal Aviation Administration <a href=\"http:\/\/online.wsj.com\/article\/SB10001424052702303492504579113751332101272.html\">plans to relax its rules<\/a> against the use of electronics during flights. The FAA intends \u2013 when the partial government shutdown ends, whenever that may be \u2013 to hold a race among airline carriers, challenging them to demonstrate that iPods and laptops won\u2019t cause trouble.<\/p>\n<p>UN inspectors working to eliminate Syria\u2019s stockpile of chemical weapons report that they have made <a href=\"http:\/\/www.washingtonpost.com\/world\/middle_east\/weapons-experts-begin-syrian-mission-as-fighting-rages-around-the-country\/2013\/10\/02\/b3379ba6-2bc7-11e3-b141-298f46539716_story.html\">some progress<\/a>: Syrian authorities appear to be cooperating. The team\u2019s main goal right now is to undercut the country\u2019s capacity to manufacture chemical weapons by November 1<sup>st<\/sup>.<\/p>\n<p><a href=\"http:\/\/www.npr.org\/templates\/story\/story.php?storyId=229199014&amp;ft=1&amp;f=1001&amp;utm_campaign=nprnews&amp;utm_source=npr&amp;utm_medium=twitter\">An historic legal case has been resolved<\/a> after decades in the courts. Starting this week, over $1 billion is being distributed to thousands of black farmers who faced discrimination by the USDA.<\/p>\n<p>In regional news, 350 New York National Guard <a href=\"http:\/\/www.governor.ny.gov\/press10042013-national-guard-soldiers-leaving-for-kuwait\">soldiers are leaving today<\/a> to train in Fort Hood, TX. After their training, they\u2019ll be deployed to Kuwait.<\/p>\n<p>257 children in a Jefferson County Head Start program could face \u201c<a href=\"http:\/\/www.watertowndailytimes.com\/article\/20131004\/NEWS03\/710039770\">an educational furlough<\/a>\u201d if Congress fails to end the federal shutdown before October 11<sup>th<\/sup>.<\/p>\n<p>New York State Education Commissioner John B.
