Michael Arcuri (D-Utica), whose district includes all of Herkimer County, voted Yes.<\/p>\n<p>This from the <a href=\"http:\/\/www.uticaod.com\/breaking\/x1972895244\/Arcuri-near-key-decision-on-health-care-reform\">Utica-Observer Dispatch<\/a>:<\/p>\n<blockquote><p>&#8220;There are items I think could be improved,\u201d Arcuri said in a telephone interview from Washington, D.C. \u201cThere are some parts of the Senate bill I like better, and some parts of this bill I like better than the Senate version. I look at this as piece of the whole \u2014 this is the first step in a process.\u201d<\/p><\/blockquote>\n<p>Rep. Bill Owens (D-Plattsburgh), whose district includes most of the North Country, also voted Yes.<\/p>\n<p>Rep.
