But the\u00a0post has been vacant since July of 2013, following the departure of the previous Ambassador, David Jacboson. <a href=\"http:\/\/www.cbc.ca\/news\/politics\/bruce-heyman-confirmed-by-u-s-senate-as-ambassador-to-canada-1.2570367\">From the CBC<\/a>:<\/p>\n<blockquote><p>Senator Amy Klobuchar, a Democrat from Minnesota, said she was &#8220;very pleased&#8221; to see Heyman, a partner at Goldman Sachs in Chicago and a top political fundraiser for Obama, confirmed to the post.<\/p>\n<p>&#8220;I think it&#8217;s pretty important that we have an ambassador to Canada when Canada is our biggest trading partner. We haven&#8217;t had one now for months. This is a very good thing,&#8221; she said.<\/p><\/blockquote>\n<p><a href=\"http:\/\/en.wikipedia.org\/wiki\/Bruce_Heyman\">Heyman&#8217;s Wikipedia entry<\/a> is surprisingly slim.\u00a0Here&#8217;s a bit more about <a href=\"http:\/\/www.allgov.com\/news\/appointments-and-resignations\/ambassador-to-canada-who-is-bruce-heyman-131006?news=851312\">Heyman and the issues he&#8217;ll be facing<\/a> from a site called AllGov.com. The Canadian publication Embassy has several articles about Heyman and the post of U.S. Ambassador to Canada <a href=\"http:\/\/www.embassynews.ca\/topic\/Bruce_Heyman\">here<\/a>.<\/p>\n<p>Heyman made a small ripple in\u00a0<a href=\"http:\/\/www.washingtontimes.com\/news\/2013\/dec\/11\/santa-topic-discussion-senate\/\">&#8220;isn&#8217;t that silly\/isn&#8217;t that cute?&#8221; coverage<\/a> last December when a discussion about North Pole territorial claims touched on if Santa Clause might be American. Heyman diplomatically called Santa &#8220;&#8230;a citizen of the world.&#8221;<\/p>\n<p>On a more serious note, because Heyman is not a professional diplomat, he falls into a larger debate about patronage appointments. <a href=\"http:\/\/www.washingtonpost.com\/opinions\/ambassadorships-are-president-obamas-political-plums\/2014\/02\/13\/c605a892-9349-11e3-83b9-1f024193bb84_story.html\">This Washington Post editorial (Feb 13)<\/a> says the current balance is too skewed:<\/p>\n<blockquote><p>All presidents appoint some ambassadors who are not professional diplomats. Most have been harmless; a few have been stellar. Mr. Obama, however, has considerably stretched the boundaries of\u00a0<a href=\"http:\/\/www.afsa.org\/ambassadorswbush.aspx\" data-xslt=\"_http\">previous presidential records<\/a>, both in quantity and in apparent disregard for quality. The president promised in 2009 to increase professional appointments, and the State Department said last Friday that it aims for a 70-30 split between career and political ambassadors. Yet, so far in his second term,<a href=\"http:\/\/www.afsa.org\/secondterm.aspx\" data-xslt=\"_http\">53 percent of Mr. Obama\u2019s appointments have been political<\/a>, according to the American Foreign Service Association. A third have been fundraisers for his campaigns.<\/p><\/blockquote>\n<p>Citing <a href=\"http:\/\/www.afsa.org\/chiefsofmission.aspx\">a report<\/a> issued by several former ambassadors and the American Foreign Service Association, this article asks &#8220;<a href=\"http:\/\/www.philly.com\/philly\/news\/nation_world\/Obamas_ambassador_choices_facing_continued_criticism.html\">What makes a good U.S. Ambassador?<\/a>&#8221; :<\/p>\n<blockquote><p>Among the recommended characteristics: Demonstrating integrity, honesty, &#8220;an appropriate measure of humility&#8221; and &#8220;the ability to inspire.&#8221; Others include possessing an understanding the public policy process and the &#8220;culture and language&#8221; of the host country, or having &#8220;other suitable international experience.&#8221;<\/p><\/blockquote>\n<p>The U.S. Embassy in Ottawa has a <a href=\"http:\/\/canada.usembassy.gov\/index.html\">useful website<\/a> which has yet to issue any statements on the Senate confirmation, or the arrival of the new ambassador, who must still be sworn in and present his credentials to Canada&#8217;s Governor General. The <a href=\"http:\/\/blogs.ottawa.usembassy.gov\/\">Embassy has a blog<\/a>, where former Ambassador Jacobson used to post entries.<\/p>\n<p>Although Heyman was largely silent during his long wait for confirmation, he will undoubtedly have more to say as he assumes that position.
