Source: <a href=\"http:\/\/en.wikipedia.org\/wiki\/Charlotte's_Web_(cannabis)\">Wikipedia<\/a><\/p><\/div>\n<p>What to do about marijuana &#8211; medical or otherwise &#8211; seems to be a hot topic just now.<\/p>\n<p>In early July New York State approved a <a href=\"http:\/\/www.northcountrypublicradio.org\/news\/story\/25359\/20140708\/medical-marijuana-becomes-legal-in-new-york\">new system that will permit sale of medical marijuana<\/a>, although there&#8217;s a set-up period of at least 18 months. Twenty-three U.S. states permit some type of medical marijuana at present. Colorado launched legal sales of recreational marijuana from regulated shops on January 1 of this year. Here&#8217;s a <a href=\"http:\/\/www.cnn.com\/2013\/12\/28\/us\/10-things-colorado-recreational-marijuana\/\">Q &amp; A<\/a> on that from CNN. Legal sales of recreational marijuana the state of Washington\u00a0<a href=\"http:\/\/www.theguardian.com\/world\/2014\/jul\/08\/marijuana-recreational-washington-state-how-much\">began in July<\/a>.<\/p>\n<p>The New York Times is running coordinated editorials and background articles positioned to bolster a catchy summary: &#8220;<a href=\"http:\/\/www.nytimes.com\/interactive\/2014\/07\/27\/opinion\/sunday\/high-time-marijuana-legalization.html?ref=opinion\">Repeal prohibition, again<\/a>&#8221;\u00a0The editorial board of the Times concludes that criminalizing marijuana hasn&#8217;t worked and doesn&#8217;t make sense.<\/p>\n<p>Canada recently overhauled <a href=\"http:\/\/www.hc-sc.gc.ca\/dhp-mps\/marihuana\/index-eng.php\">national policy relating to medical marijuana<\/a> in favor of regulated sales from government-approved facilities to persons with &#8220;valid Authorizations to Possess.&#8221; Indeed, a supplier is\u00a0growing pot right now in the former Hershey&#8217;s Chocolate facility in Smiths Falls Ontario.\u00a0NCPR&#8217;s Sarah Harris produced this <a href=\"http:\/\/www.northcountrypublicradio.org\/news\/story\/24096\/20140218\/yes-that-is-marijuana-growing-in-smiths-falls-old-hershey-s-factory\">first-hand look back in February<\/a>\u00a0when she toured the <a href=\"http:\/\/www.tweed.com\/\">Tweed<\/a> facility.<\/p>\n<p>According to the\u00a0<a href=\"http:\/\/ottawacitizen.com\/news\/local-news\/home-grown-how-tweed-marijuana-inc-could-be-the-next-big-thing\">Ottawa Citizen&#8217;s James Bagnall<\/a>, Tweed&#8217;s Chief Financial Officer thinks the medical marijuana industry is on the cusp of the type of huge, rapid growth seen in the heady days of the high tech boom.<\/p>\n<p>Health Canada is reportedly dealing with an <a href=\"http:\/\/www.cbc.ca\/news\/canada\/health-canada-swamped-with-medical-marijuana-business-applications-1.2661070\">avalanche of applications<\/a> to produce medical marijuana. Meanwhile doctors are expressing ill-ease with the role of gate-keeping who can have a prescription for the drug, along with other concerns. <a href=\"http:\/\/ottawacitizen.com\/news\/local-news\/doctors-concerned-that-cma-presidents-views-outdated-stigmatizing\">Speaking to the Ottawa Citizen<\/a>, Dr. Danial Schecter,\u00a0a doctor who runs a Toronto clinic that assesses patients for cannabis prescriptions estimated that:<\/p>\n<blockquote><p>&#8230;about 10 per cent of doctors are comfortable prescribing marijuana; 10 per cent are against it; and 80 per cent are interested but lack the education they need to make an informed decision.<\/p>\n<p>Some doctors may be concerned that they are jumping on a \u201cmarijuana bandwagon,\u201d he said, in light of mistakes made in the past: For example, the liberal prescription of OxyContin, an addictive opioid drug.<\/p>\n<p>\u201cThe medical establishment is a bit scared we\u2019re going to make the same mistakes,\u201d<\/p><\/blockquote>\n<p>In the midst of <a href=\"http:\/\/www.cbc.ca\/news\/canada\/medical-marijuana-new-rules-and-a-ton-of-confusion-1.2588779\">questions, confusion and change<\/a>, medical marijuana may or may not be some sort of &#8220;next big thing&#8221; in Canada, but where does that leave recreational marijuana? In flux, just as in the U.S.<\/p>\n<p>As reported by <a href=\"http:\/\/ottawacitizen.com\/news\/politics\/conservative-governments-poll-shows-canadians-want-marijuana-laws-changed\">Mark Kennedy for the Ottawa Citizen<\/a>, a recent opinion poll commissioned by the ruling Conservative Party produced these statistics:<\/p>\n<blockquote><p>\u2014 37.3 per cent say marijuana should be legalized;<\/p>\n<p>\u2014 33.4 per cent say possession of small amounts of marijuana should be decriminalized with a fine rather than a criminal record;<\/p>\n<p>\u2014 Just 13.7 per cent say the country\u2019s marijuana laws should stay the same;<\/p>\n<p>\u2014 12 per cent said marijuana penalties should be increased.<\/p><\/blockquote>\n<p>Positions on marijuana may be an issue in the next federal election slated for 2015. Liberal Leader Justin Trudeau got out in front of the &#8220;do you inhale?&#8221; question by stating\u00a0<a href=\"http:\/\/www.cbc.ca\/news\/politics\/justin-trudeau-s-pot-admission-could-show-loosening-taboo-1.1385362\">he&#8217;s had the occasional toke<\/a> in social settings, even after being elected to Parliament. The Liberal Party is on record as <a href=\"http:\/\/www.liberal.ca\/getting-smart-on-crime-and-cannabis\/\">wanting to consider legalization<\/a> or decriminalization of marijuana.<\/p>\n<p>Canada&#8217;s most famous marijuana advocate (some would say martyr) Marc Emery was sentenced in 2010 to 5 years (less time served while awaiting trial) for running a seed-selling company in Canada. Emery&#8217;s impending release will return the long-time marijuana advocate to what the CBC describes as\u00a0<a href=\"http:\/\/www.cbc.ca\/news\/canada\/british-columbia\/marc-emery-b-c-s-prince-of-pot-to-return-after-5-years-in-u-s-prison-1.2699442\">an entirely new landscape<\/a>:<\/p>\n<blockquote><p>&#8230; where two U.S. states are now issuing recreational pot licences, medical growers are reaping profits and investors aren&#8217;t hedging on potential opportunities.<\/p>\n<p>The 56-year-old Vancouver resident was extradited to Seattle in May 2010, when he pleaded guilty to selling marijuana seeds from Canada to American customers before serving his time in several U.S. corrections&#8217; facilities.<\/p>\n<p>When he was first arrested almost a decade ago, the Drug Enforcement Agency heralded his seizure as a &#8220;significant blow&#8221; to the legalization movement.<\/p><\/blockquote>\n<div id=\"attachment_17077\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"https:\/\/blogs.northcountrypublicradio.org\/inbox\/files\/2014\/07\/683px-Marc_Emery_and_Jodie_Emery.jpg\"><img aria-describedby=\"caption-attachment-17077\" loading=\"lazy\" class=\"size-medium wp-image-17077\" alt=\"Marc Emery and wife Jodie Emery at Toronto Freedom Festival, May 2010. Source: <a href=\"http:\/\/en.wikipedia.org\/wiki\/Marc_Emery\">Wikipedia<\/a><\/p><\/div>\n<p>Never one to mince words, <a href=\"http:\/\/www.cbc.ca\/news\/canada\/british-columbia\/marijuana-advocate-marc-emery-vows-political-revenge-against-tories-1.2723179\">Emery told the CBC<\/a> what he plans to once he&#8217;s back in Canada, presumably in August.<\/p>\n<blockquote><p>&#8220;My own government betrayed me and I&#8217;m going to wreak an appropriate amount of political revenge when I get home and campaign against the Conservative government,&#8221; Emery said.<\/p>\n<p>&#8220;The whole thing is nonsense. I should never have been turned over to the U.S.\u00a0government,&#8221; said the fervent Liberal supporter,\u00a0already fired up for next year&#8217;s general election.<\/p><\/blockquote>\n<p>Emery is something of a loose cannon, so his embrace of the Liberal Party has been one-sided thus far. But he&#8217;s still a potent symbol: years of jail time for selling seeds of a simple plant that&#8217;s starting to lose notoriety.<\/p>\n<p>It&#8217;s hard to be among the last casualties in a fight that may end without victory for the stated cause. And it remains to be seen if there&#8217;s enough consensus in the U.S. and Canada to remove marijuana from any larger war on drugs.
