Here&#8217;s what he had to say:<\/p>\n<blockquote><p>It&#8217;s just a proposal.  We wanted to show how you could achieve a balanced budget&#8230;We&#8217;re not wedded to any proposal as it is written now.  The whole purpose of the resolution is to bring people together.<\/p><\/blockquote>\n<p>Proulx went on to add this:<\/p>\n<blockquote><p>Everything has to be on the table&#8230;does that specifically mean that the proposal on the table for ORDA will stand as it is?
