{"id":2496,"date":"2010-08-18T07:03:33","date_gmt":"2010-08-18T11:03:33","guid":{"rendered":"http:\/\/blogs.northcountrypublicradio.org\/inbox\/?p=2496"},"modified":"2011-06-13T15:38:45","modified_gmt":"2011-06-13T19:38:45","slug":"welcome-to-the-final-round-of-the-big-tupper-debate","status":"publish","type":"post","link":"https:\/\/blogs.northcountrypublicradio.org\/inbox\/2010\/08\/18\/welcome-to-the-final-round-of-the-big-tupper-debate\/","title":{"rendered":"Welcome to the final round of the Big Tupper debate"},"content":{"rendered":"<p>After years of muddle, dithering, government bureaucracy and occasional false starts by the developer, we&#8217;ve entered what will likely be the final phase of review for the Adirondack Club and Resort in Tupper Lake.<\/p>\n<p>Developer Michael Foxman has submitted revised plans to the Adirondack Park Agency, which is preparing to complete a formal adjudicatory hearing.<\/p>\n<p>Then the APA commissioners will vote Yay or Nay on a permit, likely some time next year.\u00a0 (I know, that still seems like a long time&#8230;)<\/p>\n<p>Meanwhile, it appears that at least some environmental activists think the project in something like its current form is acceptable.<\/p>\n<p>Brian Houseal, head of the Adirondack Council, says he still has significant concerns, but added in an interview with NCPR:<\/p>\n<blockquote><p>The  Adirondack Council has a large board of 25 people so obviously there&#8217;s a  diversity of viewpoints about this project in Tupper Lake.<\/p>\n<p>But  my mandate from the board &#8212; and it was a consensus mandate &#8212; is to get  a permit with conditions from the APA so that this project meets the  APA standard of no undue adverse impact, but also a project that will  benefit the economy of Tupper Lake.<\/p>\n<p>So I have a direct mandate from the board to go forward and make sure this project gets a permit.<\/p><\/blockquote>\n<p>Obviously, there are still some big flash points here.<\/p>\n<p>Mr. Foxman and the town of Tupper Lake have begun eminent domain proceedings against an environmental group, the Adirondack Nature Conservancy, trying to win access across a TNC-owned road.<\/p>\n<p>The Nature Conservancy says its private property rights are being assaulted and has promised a court fight.<\/p>\n<p>Meanwhile, some green activists remain convinced that this project is a very bad idea.\u00a0 Writing for <a href=\"http:\/\/www.adirondackalmanack.com\/2010\/08\/commentary-adirondack-club-and-resort.html\">Adirondack Almanack<\/a>, conservationist David Gibson put it this way:<\/p>\n<blockquote><p>Since the first conference between Mr. Foxman, APA and potential parties  to a public hearing in April 2007, he has been unable or unwilling to  substantively negotiate two major problems with what he wants to do: the  lack of a permanent open space protection component in his proposals  and his inability to allay concerns for water quality impacts from  sewage, stormwater and steep slope development.<\/p><\/blockquote>\n<p>NCPR is currently working on an in-depth story about these environmental questions, attempting to assess the latest project design and its potential impact.\u00a0 We&#8217;ll report back on that soon.<\/p>\n<p>We&#8217;ll also prepare an in-depth look at economic questions surrounding the ACR project.<\/p>\n<p>Meanwhile, community activists are continuing to organize in support of the Big Tupper resort.\u00a0 The group called ARISE will hold a public meeting tonight in the high school.\u00a0 Here&#8217;s their invitation:<\/p>\n<blockquote><p>On Wednesday, August 18<sup>th<\/sup> at 7pm in the Tupper Lake High  School Auditorium, ARISE (Adirondack Residents Intent on Saving their  Economy) will host a presentation to update the community on the  Adirondack Club and Resort (ACR) as well as other community development  programs.<\/p>\n<p>Presenters will include ACR principals Michael Foxman and Tom Lawson,  ACR attorney Robert Sweeney, Kevin Franke from the LA Group (the  architects and engineers for the ACR), Jim Martin,\u00a0 author of the APRAP  (Adirondack Park Regional Assessment Project) report, John Tubbs of the  Franklin County Industrial Development Agency, Tupper Lake Village and  Town representatives, and Jim LaValley,\u00a0 Chairman of ARISE.<\/p>\n<p>According to LaValley, \u201cwe are encouraging the community of Tupper  Lake and surrounding region, to attend this special event to receive  updates on the ACR project, as well as other community development  opportunities that are in the making.\u201d<\/p>\n<p>One of the most important parts of the presentation will be the opportunity for the community to ask questions of the group.<\/p><\/blockquote>\n<p>I&#8217;ll be at the meeting tonight and will have a full report tomorrow during the 8 O&#8217;clock Hour and All Before Five.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>After years of muddle, dithering, government bureaucracy and occasional false starts by the developer, we&#8217;ve [&hellip;]<\/p>\n","protected":false},"author":12,"featured_media":0,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":[],"categories":[1],"tags":[5693],"_links":{"self":[{"href":"https:\/\/blogs.northcountrypublicradio.org\/inbox\/wp-json\/wp\/v2\/posts\/2496"}],"collection":[{"href":"https:\/\/blogs.northcountrypublicradio.org\/inbox\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/blogs.northcountrypublicradio.org\/inbox\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/blogs.northcountrypublicradio.org\/inbox\/wp-json\/wp\/v2\/users\/12"}],"replies":[{"embeddable":true,"href":"https:\/\/blogs.northcountrypublicradio.org\/inbox\/wp-json\/wp\/v2\/comments?post=2496"}],"version-history":[{"count":0,"href":"https:\/\/blogs.northcountrypublicradio.org\/inbox\/wp-json\/wp\/v2\/posts\/2496\/revisions"}],"wp:attachment":[{"href":"https:\/\/blogs.northcountrypublicradio.org\/inbox\/wp-json\/wp\/v2\/media?parent=2496"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/blogs.northcountrypublicradio.org\/inbox\/wp-json\/wp\/v2\/categories?post=2496"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/blogs.northcountrypublicradio.org\/inbox\/wp-json\/wp\/v2\/tags?post=2496"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
