Marcy Kaptur, the Ohio Democrat who raised eyebrows along the St.  Lawrence River last year when she appeared to advocate for expanded  shipping on the St. Lawrence Seaway, soon may have a greater voice on  the Great Lakes.<\/p><\/blockquote>\n<p>The big loss, according to the newspaper, was Rep. James L.
