Cuomo locks in deep prison cuts, details still a mystery"},"content":{"rendered":"<p><a href=\"http:\/\/www.watertowndailytimes.com\/article\/20110304\/NEWS03\/303049960\/-1\/news\">The Watertown Daily Times<\/a> is reporting this morning that Governor Andrew Cuomo now says recommendations of a prison-system reform panel will be binding<\/p>\n<blockquote><p>Previously, Mr. Cuomo&#8217;s proposed budget had required the commissioner of  the Department of Correctional Services only to consider the  recommendations.
