Andrew Cuomo has signed a new law allowing for creation of municipal land banks.\u00a0 A land bank is a not-for-profit group that has the power to bundle foreclosed properties.<\/p>\n<p>The new law will allow them to take control of these properties and then redevelop or sell them.<\/p>\n<p>Cuomo says many upstate municipalities have an overabundance of vacant  properties due to population losses, and the new law should give cities and  counties a new tool for rebuilding.<\/p>\n<p>We&#8217;re not sure how this will effect <a href=\"http:\/\/www.northcountrypublicradio.org\/news\/story\/18094\/20110801\/st-lawrence-county-wants-tax-money-from-polluted-properties\">St. Lawrence County, and its effort <\/a>to get polluted sites back on the tax rolls.<\/p>\n<p><a href=\"http:\/\/www.recordonline.com\/apps\/pbcs.dll\/article?AID=\/20110801\/NEWS\/108010321\/-1\/SITEMAP\">The Times Herald Record reports<\/a> that officials in Newburgh are thrilled that the law has been approved.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gov.
