{"id":4894,"date":"2011-10-03T04:49:59","date_gmt":"2011-10-03T08:49:59","guid":{"rendered":"http:\/\/blogs.northcountrypublicradio.org\/inbox\/?p=4894"},"modified":"2011-10-03T08:57:18","modified_gmt":"2011-10-03T12:57:18","slug":"morning-read-state-agencies-blocking-mandate-reform","status":"publish","type":"post","link":"https:\/\/blogs.northcountrypublicradio.org\/inbox\/2011\/10\/03\/morning-read-state-agencies-blocking-mandate-reform\/","title":{"rendered":"Morning Read:  State agencies blocking mandate reform?"},"content":{"rendered":"<p>Asked about mandate reform, state Senator Betty Little <a href=\"http:\/\/poststar.com\/news\/local\/little-state-agencies-holding-up-mandate-reform\/article_d30651b2-ed52-11e0-a2f3-001cc4c002e0.html\">told the Glens Falls Post Star<\/a> that &#8220;state regulators not lawmakers&#8221; are holding up the process in Albany.<\/p>\n<p><a href=\"http:\/\/poststar.com\/news\/local\/little-state-agencies-holding-up-mandate-reform\/article_d30651b2-ed52-11e0-a2f3-001cc4c002e0.html\">According to the newspaper<\/a>, local government leaders are increasingly impatient, as the 2 percent property tax cap kicks in, squeezing towns and counties.<\/p>\n<blockquote><p>&#8220;Albany has the will to go through with it,&#8221; Little said of the state Legislature. &#8220;But the big thing is, can we push it through the agencies?&#8221;<\/p>\n<p>The Mandate Relief Committee hasn\u2019t convened for months. Little has been appointed to a new mandate relief council that will issue more specific relief recommendations to Gov. Andrew Cuomo.<\/p>\n<p>But town budgets are due in about a month and the counties will follow shortly after.<\/p>\n<p>Strapped by the tax cap and bound by state mandates, local officials are getting restless.<\/p>\n<p>&#8220;The governor lied to us.
