{"id":5894,"date":"2012-04-30T05:02:49","date_gmt":"2012-04-30T09:02:49","guid":{"rendered":"http:\/\/blogs.northcountrypublicradio.org\/inbox\/?p=5894"},"modified":"2012-04-30T08:59:37","modified_gmt":"2012-04-30T12:59:37","slug":"morning-read-was-the-response-to-tropical-storm-irene-misguided","status":"publish","type":"post","link":"https:\/\/blogs.northcountrypublicradio.org\/inbox\/2012\/04\/30\/morning-read-was-the-response-to-tropical-storm-irene-misguided\/","title":{"rendered":"Morning Read:  Was the response to tropical storm Irene misguided?"},"content":{"rendered":"<p><a rel=\"attachment wp-att-5896\" href=\"https:\/\/blogs.northcountrypublicradio.org\/inbox\/2012\/04\/30\/morning-read-was-the-response-to-tropical-storm-irene-misguided\/johnsbrookafter-2\/\"><img loading=\"lazy\" class=\"alignleft size-medium wp-image-5896\" title=\"johnsbrookafter\" src=\"https:\/\/blogs.northcountrypublicradio.org\/inbox\/files\/2012\/04\/johnsbrookafter-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/blogs.northcountrypublicradio.org\/inbox\/files\/2012\/04\/johnsbrookafter-300x200.jpg 300w, https:\/\/blogs.northcountrypublicradio.org\/inbox\/files\/2012\/04\/johnsbrookafter-150x100.jpg 150w, https:\/\/blogs.northcountrypublicradio.org\/inbox\/files\/2012\/04\/johnsbrookafter-450x300.jpg 450w, https:\/\/blogs.northcountrypublicradio.org\/inbox\/files\/2012\/04\/johnsbrookafter.jpg 639w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>The <a href=\"http:\/\/www.burlingtonfreepress.com\/interactive\/article\/20120428\/GREEN01\/304280001\/Ideas-targeted-at-conference-to-consider-lessons-of-Irene\">Burlington Free Press has published<\/a> a provocative article about the science of and the response to tropical storm Irene that should be required reading for community leaders on both sides of Lake Champlain.<\/p>\n<p>Two key takeaways caught my eye.\u00a0 The first was the idea that storm-events approaching this magnitude could be far more common than we like to think.\u00a0 <a href=\"http:\/\/www.burlingtonfreepress.com\/interactive\/article\/20120428\/GREEN01\/304280001\/Ideas-targeted-at-conference-to-consider-lessons-of-Irene\">This from Candace Page&#8217;s article<\/a>:<\/p>\n<blockquote><p>\u201cIrene was the third catastrophic flood to devastate the southern half  of Vermont in the 38 years since 1973, a frequency of once every 13  years,\u201d Mike Kline, head of the state\u2019s river management program, told  the audience.<\/p>\n<p>Global warming raises the likelihood of extreme  weather events \u2014 warmer air, for example, can hold more moisture \u2014 added  Pat Parenteau, a former Vermont commissioner of environmental  conservation and a professor at the law school.<\/p>\n<p>\u201cWas Irene the storm of the century?\u201d he asked. \u201cMore likely the storm of the decade.\u201d<\/p><\/blockquote>\n<p>The second argument laid out here is that much of the &#8220;river management&#8221;
