President Obama has allocated several billion dollars to beginning the construction of a &#8220;smart grid&#8221; that would <a href=\"http:\/\/www.npr.org\/templates\/story\/story.php?storyId=103327321\">use electricity more efficiently<\/a> and make it easier to incorporate <a href=\"http:\/\/www.npr.org\/templates\/story\/story.php?storyId=103526574\">clean, but intermittent, power sources like solar and wind<\/a> into the grid.<\/p>\n<p>When you look around the North  Country, you can see how <a href=\"http:\/\/www.northcountrypublicradio.org\/news\/story\/11179\/wind-power-how-green-is-it\">challenging and divisive<\/a> this initiative will be.  Remember the Power Line battle in St. Lawrence County in the 1980s?  <a href=\"http:\/\/www.northcountrypublicradio.org\/news\/story\/11956\/life-beneath-the-tug-hill-wind-turbines\">Look<\/a> at the <a href=\"http:\/\/www.northcountrypublicradio.org\/news\/story\/11388\/burke-wind-farm-probe-will-continue\">bitter energy<\/a> being invested in every <a href=\"http:\/\/www.northcountrypublicradio.org\/news\/newstopics.php?tid=79\">wind power project <\/a>in the region.  A smart grid ain&#8217;t gonna be easy.<\/p>\n<p>Everyone likens the smart grid initiative <a href=\"http:\/\/www.npr.org\/templates\/story\/story.php?storyId=103349614\">to the creation of the Interstate highway system<\/a> in the 1950s.  But that was when the federal government could just plow projects ahead, with little local resistance and even fewer lawsuits.
