There\u2019s flat, or worse, state aid, shrinking school populations and the state cap on property tax increases. Vermont Gov. Peter Shumlin is to sign his state\u2019s end-of-life bill. And Matt Richmond reports\u00a0 on the fine line undocumented farm workers must walk, living \u201cillegally\u201d in New York State. It isn\u2019t a new story, but immigration reform may have some answers.<\/p>\n<p>The Watertown Daily Times has pictures and all from commencement exercises at <a href=\"http:\/\/www.watertowndailytimes.com\/article\/20130520\/NEWS05\/705209921\">St. Lawrence University<\/a> and <a href=\"http:\/\/www.watertowndailytimes.com\/article\/20130520\/NEWS05\/705209919\">SUNY Potsdam<\/a>. Also a report that <a href=\"http:\/\/www.watertowndailytimes.com\/article\/20130520\/NEWS03\/705209925\">counties may get the state\u2019s OK to close their old law libraries<\/a> in favor of offering inmates electronic access to legal materials. It\u2019ll save money, but inmate advocates \u00a0worry.<\/p>\n<p>In the Syracuse Post Standard,\u00a0 Oneida Nation leader <a href=\"http:\/\/www.syracuse.com\/news\/index.ssf\/2013\/05\/oneida_indian_nation_leader_ra_1.html#incart_flyout_news\">Ray Halbritter reflects on the deal he just made with Gov. Cuomo<\/a>, to share\u00a0 a quarter of the revenues from the Oniedas&#8217; big Turning Stone Casino with the state. The deal came after Cuomo announced his push for three new non-Native casinos in upstate New York &#8212; it also guarantees no one but the Oneidas will be opening a casino in the 10-county region around Turningstone. (Halbritter says he&#8217;d never met Andrew Cuomo before, called him &#8220;a reasonable man.&#8221; But\u00a0 he recalled the negotiations with Gov.
