Photo: Karen DeWitt<\/p><\/div>\n<p>New York&#8217;s Comptroller, Thomas DiNapoli, will be in Watertown tomorrow to release a new report on Watertown&#8217;s fiscal health. He&#8217;ll release the report as part of a conference, the &#8220;Local Government Leadership Institute,&#8221; that his office sponsors every year.<\/p>\n<p>A press release today says this year&#8217;s Institute will focus on DiNapoli&#8217;s &#8220;<a href=\"http:\/\/capitalregion.ynn.com\/content\/top_stories\/654613\/dinapoli-announces-fiscal-stress-monitoring-system\/\">Fiscal Stress Monitoring System<\/a>&#8220;, which not surprisingly monitors fiscal stressors to local governments, using a point system (more on <a href=\"http:\/\/www.northcountrypublicradio.org\/news\/story\/21767\/dinapoli-fiscal-stress-for-local-govs-new-normal\">DiNapoli&#8217;s work on fiscal stress<\/a> on local governments here). They may be categorized as in significant fiscal stress, moderate fiscal stress, susceptible to fiscal stress, or not in fiscal stress. It&#8217;ll also deal with how local governments can deal with fiscal stress.<\/p>\n<p>So far, DiNapolie has done reports on Buffalo, Rochester and Syracuse. DiNapoli&#8217;s report on Watertown hasn&#8217;t been made public, but Watertown City Comptroller James E. Mills has read a draft, <a href=\"http:\/\/www.watertowndailytimes.com\/article\/20130611\/NEWS03\/706119851\">the Watertown Daily Times reports<\/a>. He told the paper, &#8220;I think it&#8217;s positive.&#8221;<\/p>\n<p>So we&#8217;ll see.
