Morning Read: Cost of social services strain Franklin County

This from the Plattsburgh Press-Republican’s Denise Raymo:

It will cost about $2.6 million more in 2011 to fund Department of Social Services programs in Franklin County.

That expense alone would translate into about a 24-percent tax-levy increase if left untouched during budget talks, since every $112,000 spent equals 1 percent on the amount to be raised by taxes.

    Ah, the annual budget game has begun in the Franklin County Legislature. First, put out a budget increase number–24% will do–and scare the heck out of everyone. Second, the Legislators rush in with massive cuts–maybe down to 12%–so that they can pronouce themselves our saviors. Funny how my saviors wind up costing me more every year. That’s the real game.

    Here’s a few thoughts on where some of our county tax $$$ have gone to benefit private business. The county recently announced it has spent over $100,000. to apply for the EB-5 program to bring foreign investors to the county for the benefit of the Questionnable ACR project. Remember they also forgave about $70,000. in back taxes so the developer could buy the ski area. Thats already a huge chunk of out tax $$$ that should not have been spent. And with the crazy PILOT program proposed the county, school and town(Tupper Lake school and town) are going to be foregoing up to 40 or 50 million in future taxes to make the project profitable for the developer. If this project is not viable without a PILOT is should be abandoned.
